If your car cover is stained with sap, put some ethanol on a cloth and rub it on the cover. This will loosen the particles of sap, which can then be scraped off.

h) Are car covers waterproof?

This is a tricky question. Many companies advertise that their custom car covers are 100% waterproof and do not allow any water from getting through their covers.
